Error description
When a customer has a cluster of gateways and applies a GatewayExtension, the devices will continuously output error messages as below even after reaching consensus: Gateway preconfigured policy status: in consensus: [], not in consensus
Local fix
The error message can be ignored.
Problem summary
When the user uses Multi-Gateway cluster, and adds the user-defined policies to the Gateway, in some condition the user will see the repeating error message in some (but not all) Gateways.
Problem conclusion

Temporary fix
Ignore the error message since the function is not impacted.
