Error description
The user observed exhausted JSON Keys not cleaning up as per XML Names status provider and "system" "notice" logs. In normal circumstances this user's setup consumed JSON Keys regularly but those also cleaning up as defined in Throttle Settings > XML Names and JSON Keys Warn At. Analysing the Internal State QRef section uncovered a QRef leak related to a certain stylesheet - and this QRef leak blocked JSON Keys (as well as XML Names) cleanup. The troubled stylesheet contained a <xsl:message> construct with "dp:variable('var://service/URL-in')" which broke XML Names and JSON Keys cleanup in case of a bad URL.
Local fix
Restart DataPower.
Problem summary
The fix will catch any non-UTF8 characters in the message and suppress the log message.

The fix will be in 2018.4.1.14 and 10.0.1.1
