• Closed as program error.

Error description

• The date-time format validation output that gets applied by the
  Validate action in API Connect is not consistent, as it allows
  for month values such as 19. The date format probably has the
  same issue. This is the definition of the field being checked.
  createDateTime: type: string format: date-time This value
  passes validation: "createDateTime":
  "2019-19-05T10:07:10+11:00". Valid values should be 01 to 12

• Validate acton incorrectly allows for  months  13..19 to
  be used in date and datetime.
