When DataPower running in docker is stopped and removed from the container, only the default admin user will exist when DataPower is restarted.

Problem summary
Staring a container for the first time using previously defined local and config directories might result in loss of username configuration with the startup error: "Dropped the invalid property 'Fallback users' with value of '*userName*' from the startup configuration script."
