Error description

• IBM Spectrum Protect Plus report produces no entries when
  received in an email under non-English locale.
  When running it via IBM Spectrum Protect Plus UI, the generated
  pdf report is fine.
  It is to do with the incorrect locale pased for rendering the
  report when running as part of scheduled report job.
  For example, when switching the locale to German(de_DE) and have
  one of the custom job reports with parameter "Job Type" set to
  value "Katalog".

Problem conclusion

• The problem has been fixed by detecting the browser locale and
