APAR status

• Closed as program error.

Error description

• Password treatment masked with importing password alias or
  other objects fail when the domain quiesced
  

Local fix

• Using password treatment masked with a passphrase will
  only work at importing password alias with the
  password-encrypted field if the domain is unquiesced
  

Problem summary

• The Domain Settings object is responsible for encrypting and
  decrypting the Passwords, if masked, on import and export.
  Quiesce domain brings all objects down resulting in the encrypt/
  decrypt not executing.
  

Problem conclusion

• Allow Domain Settings to perform the encrypt/decrypt operations
  in the case the object is down due to quiesce.
