APAR status

• Closed as program error.

Error description

• If the system locale is set to a non English language, the
  "db2cluster -cm -enter -maintenance -all" command may fail as
  follows:
  
  $ db2cluster -cm -enter -maintenance -all
  Please run 'db2cluster -verify -maintenance -mount <mount-path>'
  to verify maintenance state for this mount point.
  The domain has been unable to enter maintenance mode.
  
  Of course the above error message would be displayed in the
  language which the locale is set to. Re-running the above
  command with LANG=C succeeds:
  
  $ export LANG=C
  $ db2cluster -cm -enter -maintenance -all
  Domain 'db2domain_20190422152342' has entered maintenance mode.
  

Local fix

• Re-run the db2cluster command with LANG=C set.
