IT28996: amqsdlq incorrectly converts messages CCSID when forwarding or re-queueing the message

Error description

• The sample dead-letter queue handler, amqsdlq, uses
  MQGMO_CONVERT when moving messages. The MQGMO_CONVERT option is
  used to ensure the MQDLH message header can be understood by the
  program, however it also has the unwanted effect of converting
  messages to a different CCSID.

  PROBLEM DESCRIPTION:
  The amqsdlq program uses MQGMO_CONVERT when issuing MQGET to
  remove a message from the dead-letter queue. When the message
  matches a forward or requeue rule, the program then issues an
  MQPUT to put the converted message to another queue.
  
  The amqsdlq program should not convert the message.
  

Problem conclusion

• The amqsdlq sample is changed to obtain a converted MQDLH
  message header using MQGMO_CONVERT from messages on the
  dead-letter queue in an initial, additional and non-destructive
  MQGET. The MQGET that is used to remove the message from the
  dead-letter queue omits the MQGMO_CONVERT option to preserve the
  original message payload.
