Problem Statement:
When a search result is started using the activity snapshot,
ReplayAll takes all the routes in the system to replay.
And even if they go ahead and do a replay, no entries are added
to the FG_REROUTE database table.


Replication steps:
Unable to reproduce the issue in-house but it can be reproduced
in the customer environment too.

1. Stop the Sterling File Gateway Reroute schedule.
2. Go to the activity snapshot in Sterling File Gateway.
3. Click on the number for recent errors, for example customer
had 36, this displays the 36 entries in error in the activity
UI.
4. Click on ReplayAll and notice that the prompt to enter a
coment says: All the nnnnn files matching this criteria will be
replayed,
   where nnnnn would be the total number of routes in the
system, for customer it was 58159.
5. Enter a comment and confirm the ReplayAll.
6. Check the FG_REROUTE database table and notice that no
entries were created.

Expected Behavior:
Replay should work correctly when search is initiated using the
activity snapshot.
