Error description

• The APAR IT23096 allows you to adjust the monitoring output
  timestamps to have 6 decimal places after setting an ENV
  variable.
  
  The APAR did not correct the output if the timestamp happened
  to occur exactly on the second.
  
  This APAR is needed to correct this case.

  All user of IBM Integration Bus V9.0/V10.0 and  IBM App connect
  Enterprise V11.0 using APAR IT23096.
  
  
  Platforms affected:
  z/OS, MultiPlatform

  PROBLEM DESCRIPTION:
  APAR IT23096 formats monitoring events timestamp to use decimal
  digits when an environment variable is set.
  APAR IT23096 fixed the case where the created timestamp would of
  been in milliseconds but not the case when timestamp would of
  been just seconds.
  

Problem conclusion

• The product now fixes the case where a timestamp was in seconds.
