• Closed as program error.

Error description

• Performance monitoring began failing for the SVC after upgrading
  it to 7.8.1 due to an unrecognized format.  In the following
  clock example, the "-05" value for the America/Bogota (GMT -5)
  time zone was not recognized.  A non-numeric format for the time
  zone was expected.

  HWNPM2132W Performance data could not be collected for device
  SVC_device (WWN). The current samples are skipped. (HWNPM4303E

Local fix

• Setting the SVC time zone to an alternate GMT -5 timezone, such
  as America/Chicago (73) allows data collection to continue until
  a fix can be applied.
