Error description

• The location attribute of the soap:address element in a response
  sent to a ?wsdl get request by App Connect Enterprise 11.0.0.0
  only contains a relative URI path to the service. The expected
  behavior is to include a schema (http or https), a hostname, and
  a port number along with the path. This APAR designates a fix
  that adds the missing prefix to the location field in the
  returned WSDL.
