IT24643: Add further memory dump when dumping FDC for a local heap error

APAR status

• Closed as program error.

Error description

• If an FDC record is written from an MQ process (name usually
  beginning amq, dspmq or runmq) with these details:
  
  Probe Id: XC006001
  Major Errorcode: xecS_I_PRIVATE_MEMORY_ERROR
  Comment1: invalid tail tag
  
  then IBM MQ Support must be sent the details.
  However, there is a dump area missing from that FDC that would
  help debug most problems of this sort.
