IT23266: FDC records with probe ID AQ170075 in component aqpCheckPointQ when using invalid buffer size tuning parameters

Error description

• Frequent failure data capture (FDC) records with Probe Id
  AQ170075 in component aqpCheckPointQ happen, if the queue
  manager has a qm.ini property entries with key
  DefaultQBufferSize and  value zero in the 'TuningParameters'
  stanza:
  
    TuningParameters:
       DefaultQBufferSize=0
  

Local fix

• Remove the qm.ini property entries with value zero in the
  'TuningParameters' stanza.

  PROBLEM DESCRIPTION:
  It is not valid to set the qm.ini buffer TuningParameter
  property DefaultPQBufferSize to zero. This invalid value was not
  correctly handled by the MQ check point processor, which
  resulting in the process generating multiple FDC records with
  ProbeID AQ170075 from component aqpCheckPointQ.
  

Problem conclusion

• The IBM MQ code has been modified to ignore entries setting
  DefaultPQBufferSize to 0 in the qm.ini file.
