IT22827: MQ 9.0.0.2 full product installer on Windows reports "Language DLL has not yet been created unable to load NLS string"

APAR status

• Closed as program error.

Error description

• When installing using the full 9.0.0.2 product installer, the
  following error is reported:
  
  "Language DLL has not yet been created, unable to load NLS
  string"
  
  This does not affect the MQ 9.0.0.2 fix pack installer.
  

Local fix

• To workaround the issue when running graphically, right click
  the icon and select "Run as Administrator"
  
  To workaround the issue when running from the command line, run
  the program from an Administrator prompt
  

Problem summary

  USERS AFFECTED:
  Anyone attempting to run mqparms.exe from a non-Administrator
  command prompt or attempting to launch the executable by double
  clicking on it (or similar).
  
  
  Platforms affected:

  PROBLEM DESCRIPTION:
  A requirement to run as an elevated user was omitted from the
  manifest used to package the mqparms.exe executable.  As a
  result, the required elevation of privileges did not occur and
  the install fails when this is required.   The error message
  "Language DLL has not yet been created, unable to load NLS
  string" is displayed.
  

Problem conclusion

• The executable is now built with the required manifest.
  Elevation should occur as before.
