Error description

• Currently, there are no permissions for restricting the use of
  the Replay All functionality in IBM Sterling FileGateway.
  Accidental use in production can cause severe problems for the
  business.

  Problem Description:
  Put in a parameter to control replay/redeliver all functions.
  Could be defaulted to true so other customers not
  impacted; we would override to false.  This would replace
  the need to have the custom files in place.
  Hide Replay/Redeliver All buttons based on parameter.

Problem conclusion

• The fix covers two things -
  1> On click of Replay/Replay All/ Redeliver/ Redeliver All a pop
  is displayed where we can enter comments. Earlier this comment
  was not mandatory.
  With this fix 'comment' field is made mandatory.
  
  2> A new 'User Group' is introduced - with Group ID -
  fg_admin_deny_replay_all
  If a filegateway user is assigned this 'User Group' - then this
  user will not see following two buttons in the filegateway UI -
  'Replay All' and 'Redeliver All'.
