Error description

• On IBM MQ 9.0, if the PSMODE queue manager attribute was set to
  DISABLED, a Failure Data Capture (FDC) record was generated when
  starting the queue manager:

Local fix

• The user may be able to work around the FDC by setting the
  following environment variable before starting their queue
  manager:
    export AMQ_NO_SYSTEM_TOPICS=1
  

Problem summary

  Users who disable publish/subscribe functionality by setting the
  PSMODE queue manager attribute to DISABLED may be affected by
  this

  PROBLEM DESCRIPTION:
  The problem was caused by an internal resource monitor task
  attempting to publish statistics to a system topic when the
  queue manager publish subscribe functionality had been disabled.
  

Problem conclusion

• The code has been modified so that the resource monitor task
  ends gracefully if it receives MQRC_PUBSUB_INHIBITED when trying
  to publish to a topic.  If the resource monitor task ends in
  this way then the following error message will be written to the
  queue manager error log:
  
  AMQ5041: The queue manager task 'RESOURCE_MONITOR' has ended.
  
  If PSMODE is changed to ENABLED or COMPAT then a queue manager
  restart will be necessary in order to re-enable the ability of
  the queue manager to publish messages to system topics, as
