Error description
When using the Tivoli Storage Manager or IBM Spectrum protect Backup Archive client to perform a restore of the systemstate, a shortname may get restored with an incorrect digit in the 8.3 naming convention if the backup of the systemstate is enabled with the "ENABLE8DOT3NAMESUPPORT YES" option. Customer/L2 Diagnostics (If Applicable) APAR IT03300 originally addressed the issue of including the shortnames correctly within the systemstate, but a further issue was found during the restore if the shortname is a hardlink. Messages similar to the following are seen within the clients error log : ANS1796I The short name for '...\ProgramData' could not be set to original short name 'PROGRA~3': Windows function 'SetFileShortName' failed with return code 183... The above error indicates that the file already exists. An issue was found during the restore, in that the path is created by the operating system and assigned a shortname, but due to the ENABLE8DOT3NAMESUPPORT option being set, we fail to remove the shortname given by the operating system so assign a different shortname resulting in a different filename being restored. An example of this could be as follows : On a system that has been backed up : ... 26.04.2016 00:26 <DIR> PROGRA~1 Program Files 11.08.2016 12:01 <DIR> PROGRA~2 Program Files (x86) ... After restoring the systemstate : ... 11.08.2016 12:58 <DIR> PROGRA~1 Program Files 21.07.2016 07:22 <DIR> PROGRA~3 Program Files (x86) This can affect applications which lookup and use the shortname from the registry which is still set to the original name. Local fix
For any application that fails to start, perform a "repair install" of the application which corrects the shortname.

Problem conclusion
When using the backup-archive client to perform a restore of the systemstate, a shortname may get restored with an incorrect name. It is occur because the reparse points were incorrectly handled by the backup-archive client. The client set short name on target instead of source.
