IT18354: ValidateAuth=no does not maintain file permissions

• Closed as program error.

Error description

• When ValidateAuth is set to No, after a queue manager has
  rollover the error logs to AMQERR03.LOG, any file permissions
  that were set are not maintained

  USERS AFFECTED:
  MQ users who set ValidatAuth=No to keep customer file permission
  for error log files.
  
  
  Platforms affected:

  PROBLEM DESCRIPTION:
  When set ValidateAuth=No, MQ couldn't keep file permission for
  AMQERR03.LOG when customer file permission set for this log
  file.
  

Problem conclusion

• MQ code is changed to keep file permission for AMQERR03.LOG when
  ValidateAuth=No.
