IT17691: Authorization errors are reported after upgrading to MQ fix pack8.0.0.5 or 8.0.0.6

APAR status

Error description

• After upgrading to MQ 8.0.0.5 or 8.0.0.6 fix pack
  MQRC_NOT_AUTHORIZED error events are generated  for the user
  account under which the connecting application runs.
  Additionally, on Windows platform AMQ8075 (Authorization failed
  because the SID for entity '<insert one>' cannot be obtained)
  errors are reported in the queue manager logs.

  PROBLEM DESCRIPTION:
  This change was introduced in fix pack 8.0.0.5 by APAR IT12825.
  
  A logic error within this change caused the authorization error
  to be incorrectly reported for valid credentials, however the
  connection attempt would still succeed if the supplied
  credentials were valid.
  

Problem conclusion

• MQ code is updated such that the authentication/validation is
  performed only when appropriate.
