Error description
When using the rest management interface, if your user is non-local, the authentication will fail. For example if your user is defined on LDAP rather than locally on DataPower this will occur.
Local fix
Use local user accounts for logging into the Rest Management Interface.
Problem summary
REST Management Interface (RMI) could not authenticate via any means but Local Auth.
Problem conclusion
