Error description

• If content type is set in an error rule and the error rule is
  called by an on-error action, content type doesn't persist.
  The content type will be rewritten to text/xml.
  

Local fix

• Using an error rule instead of an on-error action will persist
  the content-type.
  

Problem summary

• The fix allows one to set the content-type header for a
  HTTP response in the rule called by an on-error action that
  aborts the transaction.
  

Problem conclusion

• Fix is available in 7.0.0.17, 7.1.0.14, 7.2.0.11, 7.5.0.5,
  7.5.1.4 and 7.5.2.2
