The LockInterval property of the ui.properties states that it
is no longer in use, but this is incorrect.
LockInterval goes hand in hand with property
ConsecFailedAttempts.
LockInterval should be the time in minutes a user will remains
locked if too many login attempts are made to login to the
dashboard or mailbox UIs.
