APAR status

• Closed as program error.

Error description

• In both CAD managed and traditional schedulers invoked in
  failover mode, and primary server is unavailable, the scheduler
  tries to switch to the secondary server.  If the secondary
  server is also unavailable the scheduler keeps trying to connect
   to the secondary and never again tries the make contact with
  the primary server.
  

Local fix

• Ensure the primary server is available and then restart the
  scheduler service on the affected client.

Problem conclusion

• After the fix DSMC is not trying to failover when  operate in
  scheduler mode.
