Problem Description:
OutOfMemory in Ops Server and also with 768M heap.

1. Closing and making the temporary StringBuffer objects to null
after use inside OPSCommandServer
2. MakingStringBuffer to compress during the loop execution
inside OPSCommandServer
3. GCPolicy in OPS JVM set to gencon
