Local fix

Problem summary

• Memory allocation during MCA and LQMA creation and
  initialization was not handled properly and may result in
  an unresponsive system.
  

Problem conclusion

• The WebSphere MQ product code has been changed as such,
  that the memory allocation is now handled properly.
