Error description
In certain cases the wstemp directory on the DMgr can increase in size over time due to a large number of SIBX related objects being created in it and not being removed. This can lead to an OutofMemory issue. This change is similar to one made for JR54111
Local fix
Problem summary
The way the config service was being accessed meant that the SIBX objects were not being deleted as expected.
