Problem Description:
AS2 Partner update fails after upgrade to V5.2.5_9.
Error in UI Log File:
ERROR 000000000000 GLOBAL_SCOPE [UpdateAS2]
java.lang.IllegalArgumentException: Illegal pattern character
'n'
Issue was caused due to incorrect language settings in the host
operating system.
The date format was not recognized by Java as the language was
not English.

Problem conclusion

A code fix is provided.
UpdateAS2 method is modified to use proper SHORT pattern instead
of localizedPattern.
