IT11953: UPDATE ICU4C FOR WEBSPHERE MQ 7.5 MFT COMPONENT TO VERSION 55.1

APAR status

• Closed as program error.

Error description

• The WebSphere MQ 7.5 MFT component uses platform native code to
  run the Process Controller, which in turn start the Java MFT
  agents.
  
  This Process Controller incorporates the International
  Components for Unicode For C (ICU4C) library to assist with the
  globalization of the messages which are output by the Process
  Controller.
  
  The version of ICU4C which the Process Controller currently
  utilises is 48.1.  Newer versions of the ICU4C library have been
  released, and the WebSphere MQ 7.5 MFT component should be
  updated to obtain any defect fixes which are available in the
  more recent versions.
