Problem Description:
If a Windows-formatted text file is sent from a CDSA running on
UNIX, and the initial attempt fails because of
an allocation error, the file is restransmitted with the wrong
LRECL. The file may be corrupted or the retry may fail with an
LRECL error (SCPA019I).
