Local fix

Problem summary

• IBM Content Manager OnDemand systems only.
  
  The OnDemand Web Enablement Kit debug logging is always written
  to the WebSphere SystemOut.log file, regardless of the level of
  logging that is configured in IBM WEBi.
  

Problem conclusion

• Fixed in WEBi 1.0.4 Fix Pack 3. In IBM WEBi Version 1.0.4 Fix
  Pack 3, the OnDemand Web Enablement Kit debug logging is only
  written to the SystemOut.log file when IBM WEBi logging is
  configured to "Debugging information" in the IBM WEBi
  configuration tool.
