The AIX device configuration tool cfgmgr may hang while configuring a PCI adapter device. A call stack analysis may show it to be looping in EEH initialization code.
Problem conclusion
The EEH initialization code is fixed so that if the slot is already in bad state state, then the retry is not infinite but limited to PCI EEH timeout value.
