Error description

• Problem statement:

  nmon reording file shows incorrect FC supported speed
  (FCSUPPSPEED) for
  16,32,64,100Gbit FC adapters.
  
  Problem details:
  ----------------
  In VIOS, when part tool is run, the generated nmon
  recording
  file wrongly displays FC adapters supported speed for
  16,32,64 and 100 Gbit adapeters.
  
  Example: When fc supported speed is 16 Gbit, nmon shows
  value '0'

Local fix

Problem summary

• When powervm health advisory metrics option is enabled for
  nmon, the collected nmon recording file shows wrong FC port
  Supported Speed (value 0) for FC adapter of 16Gbit or
  higher speeds.
  
  This is evident when part tool is used in VIOS to collect
  Performance adviosry reports.
  

Problem conclusion

• modified code to support for 16,32,64,100Gbit FC adapters speed
