  When user volume group exists on VIOS, backupios command
  fails

Local fix

• Use -nosvg flag to prevent the user VG from being saved
  as part of the backupios process
  or remove the user VG
  

Problem summary

• backupios command fails to backup other VG data with
  incomplete savevg command string
  

Problem conclusion

• backupios to correctly form the savevg command using user vg
  names
