  exception happened.
  
  exception happened: Get Key failed: no such provider: IBMJCEPlus
  java.security.UnrecoverableKeyException: Get Key failed: no such

Local fix

Problem summary

• Removed hardcoded specific provider when calling getInstance
  from KeyFactory in IBMJCE, to avoid confusing exception message.

• Hard-coded provider had been removed when calling getInstance
  from KeyFactory in IBMJCE
