Error description
HOW TO REPRODUCE : From DWC, create a new custom role : Administration -> Manage Roles -> Add New and make sure you give security and administration to that role. Add one of your user or group in that role (Add Entity). Once your configuration is ready, connect to the DWC console with the user to whom you have granted that custom role. Check the User menu on the right corner and look for Manage API Keys. EXPECTED BEHAVIOR : Since you have granted administration and security as part of the custom role, you would expect that Manage API Keys menu be available to the user. ACTUAL BEHAVIOR : Manage API Keys is missing.
Local fix
WORKAROUND : Connect with a user that is part of the default Administrator role whenever you need to work with API Keys
