APAR status
Closed as program error.
Error description
Customer upgraded their environment from 9.4 FP7 to 10.1 FP4. Since upgrade, FINAL runs but SWITCHPLAN is taking more than 23/30 minutes while it used to take around 1 minute. During that time, jobs can't run on FTAs, and this is impacting production. Chances are that the delay might be caused by the Workload Service Assurance feature, running concurrently with the planman process. They both can require loading the whole Workload network, and in order to not interfere with each other only one at a time loads and analyze the network internally.
Local fix
Disable Service Assurance (enWorkloadServiceAssurance / wa = NO) and What If (enWhatIfAnalysis / wi = NO) in the global options settings (optman). After that, the following value must be applied in TWSConfig.properties: com.ibm.tws.planner.monitor.time = 0 Then, Liberty should be restarted to apply the change.
