Local fix

Problem summary

• When vfc host adapter is unconfigured while async events are
  underway from fabric, the FC protocol appears to send an async
  event for a vfchost adapter that has already been removed.
  

Problem conclusion

• Serialization added between unconfig path and async event
  notification path in VFC host driver.
