  "at time" field in Graphical Schedule to BIRT Report
  
  STEPS TO REPRODUCE:
  Go To Graphical Scheduling application
  Create a Schedule, click on Rolling Schedule? checkbox
  Click in the Roll Schedule action
  Click at the Recurring select value icon
  In Every 1 day(s) line, enter any time in "at time" field and
  click on Preview button
  In Every 1 week(s) line, enter any time in "at time" field and
  click on Preview button
  In both Every 1 month(s) lines, enter any time in "at time"
  field and click on Preview button
  
  ACTUAL RESULT:
  Always 12:00 AM is considered and showed
  
  EXPECTED RESULT:
  Preview should consider the time in the "at time" field
