Error description

• Problem Description
  A Maximo environment have nearly 14 million LABTRANS records
  against 15 million Work Orders. The condition for this budget
  record should only find one WO match, but per the logs it
  appears to run through all LABTRANS records which results in the
  following error.
  BMXAA7387E - While attempting to retrieve 100001 of LABTRANS,
  the operation was terminated because the preset limit of 10000
  was exceeded for retrieving LABTRANS into a single set. Reduce
  the number of selected objects for the operation
  
  STEPS TO REPRODUCE:
  
  .GO TO >> ADMINISTRATION >> CLASSIFICATION
  .Create a new Classification
  .Enter a description
  .In Use with session enter WORKORDER and ASSET objects
  .Save
  .GO TO >> WORK ORDERS >> WORK ORDER TRACKING
  .Create a new work order
  .Enter a description
  .Enter the classification created in the first step
  .Enter a GL Account
  .Click on Plans tab
  .Click on Materials sub tab
  .Click New Row
  .Enter an item (ie GLOVES)
  .Enter a Storeroom
  .Change status to APPROVED
  .GO TO >> ADMINISTRATION >> CONDITIONAL EXPRESSION MANAGER
  .Click New Row
  .Enter a description
  .Type: EXPRESSION
  .Expression: classstructureid='1334' (in my case)
  .Always Evaluate?: selected
  .Save
  .GO TO >> FINANCIAL >> BUDGET MONITORING
  .MORE ACTIONS >> MANAGE FOCAL POINTS
  .Click New Row
  .Object: WORKORDER
  .Budgeted Attribute: CLASSSTRUCTUREID
  .Attribute Description: DESCRIPTION
  .Condition: condition created previously (in my case 1005)
  .Click OK
  .MORE ACTIONS >> MANAGE RULES
  .Click on Auto-Configuration
  .Click YES
  .Click OK
  .Create a new Budget record
  .Enter a description
  .Enter a valid Financial Period
  .Supervisor: MAXADMIN
  .MORE ACTIONS >> GENERATE BUDGET LINES
  .Click OK
  .MORE ACTIONS >> UPDATE BUDGET LINES
  
  RESULTS: BMXAA7387E - While attempting to retrieve 100001 of
