Mutual authentication broke in FP19 due to the overhaul of the
Apache HTTP library

GetHTTP function not loading key store.

* APAR IJ24292 introduced an issue which prevents mutual SSL   *
* authentication from working with the GetHTTP and REST policy *
* functions.                                                   *

After upgrading to 7.1.0 FP19, the GetHTTP function and REST
policy functions ignores the key store containing the client
certificates and keys required for mutual authentication.
