  STEPS TO REPRODUCE:
  
  .Login to Maximo
  .Click on Profile --> Default Information and
  specify the following
  .Language: EN
  .Locale: fr
  .Log out and
  log back in
  .GO TO >> INVENTORY >> MANAGE INVENTORY
  .Click on
  Storeroom tab
  .Select Central Storeroom
  .Search for item
  8-L690
  .Click in ACTIONS >> EDIT (it's three dots at the end of
  the item line)
  .In New balance field, set it to
  zero.
  .Save
  RESULTS: BMXAA7095E - The entered value 0.0 is not
  valid. Enter a valid decimal value.
  EXPECTED RESULTS: User
  expects to change the balance.
