Error description

• PROBLEM DESCRIPTION
  Even when an organization and a Site are
  not Active, the Company application allows the creation of a
  new company, unlike the Company Master which does not allow it.
  
  
  STEPS TO REPRODUCE
  Log in as Maxadmin
  Ensure User -> Motika
  has:
   Default Insert site WOKING
   Access to Company and Company
  Master application
  Organizations -> EAGLEUK - untick box
  Active? - Check WOKING site is also inactive
  
  Login as Motika
  with WOKING default insert site
  Company Master -> NEW ->
  CO002
  More Actions -> Add Company Master to Organization ->
  EAGLEUK is not on the list
  # This is expected as it is
  inactive
  
  Administration -> SETS -> COMPSET1
  Automatically Add
  Companies to Company Master -> This was unticked, so now
  ticked
  Login as Motika with WOKING default insert site
  Company
  -> NEW -> CO006
  
  UNEXPECTED BEHAVIOR
  The user was allowed to
  create a new Company for an Inactive
  Site/Organization
  
  EXPECTED RESULTS
  "When you deactivate an
  organization or site, users can no longer create records for
  that organization or site. A deactivated organization or site
  and all its information is not deleted. Records that reference
  a deactivated organization or site are not affected."
