Local fix

Problem summary

• Due to disabling TLS 1.0 and TLS 1.1 protocols in cr21_01
  release, need to change the definition of the TLS alias to match
  Oracle's alias so that connections can still occur.
  Currently in order to get matching behavior,
  com.ibm.jsse2.overrideDefaultTLS system property needed to be
  used.  This property will not longer be required.
  

Problem conclusion

• The jar affected by this apar is ibmjsseprovider2.jar.
  The associated Hursley RTC Problem Report is 144530
  The associated Austin Git issue is Issue#133 for JSSE.
  JVMs affected include: Java 7.0, 727 and Java 8
  The fix was delivered for Java 7.0 sr10 fp80, Java 727 sr4 fp80
  and Java 8.0 sr6fp25
