Error description

• The SNMP Gateway does not honour the setting for
  Gate.SNMP.Timeout as expected when the SNMP listener is
  unavailable.
  
  It is expected that the settings
  
  Gate.SNMP.Timeout
  Gate.SNMP.Retries
  
  allow for a period of time for which to attempt to resend traps
  that were not sent
  
  Presently a non-listening port returns immediately
  
  
  Technical description:
  
  The NetSNMP snmp_send function operates asynchronously, so the
  API returns before the transport layer operation finishes, which
   prevents the failure at the TCP level being reflected in the
  gateways retry function.
  

Local fix

• Ensure the SNMP listener is always available using HA facilities
