Error description

• Change some log message debug levels. Add new debug logging for
  libnstore. Add new INFO log message for each event passing
  through a probe rules file.

  * PROBLEM DESCRIPTION:                                         *
  * Some OMNIbus log messages are unnecessary and appear too     *
  * often in logs. Some messages do not contain all of the       *
  * information that would be useful. More binaries now report   *
  * their library versions (including libnhttpd which had been   *
  * missing) in the log files. The TZ environment variable is    *
  * also logged in the log file header. Some messages have been  *
  * removed completely and some debug levels have changed, refer *
  * to the Fixpack README for more details.                      *
