IJ25637: PASSWORD VALUE FOR DEFAULTKEYSTORE IN SERVER.XML HAS NOT BEEN SETUP CORRECTLY DURING INSTALLATION

Error description

• The following exception was thrown during installation on the
  password encoding step:
  
  com.ibm.license.mgmt.install.ia.actions
  .EnableEncryption.execute - securityUtility execution failed
  with return code: 1, stdout: , stderr: JVMJ9VM015W
  Initialization error for library j9jit29(11): cannot initialize
  JIT
  
  That is why password value for defaultKeyStore in
  server.xml has not been setup correctly.
  
  ILMT will not be able
  to startup properly without a password for it's keystore.
  
  ILMT
  installer should stop the installation process with the
  corresponding error when "securityUtility.bat" tool generates
