IJ25341: [WORKCENTER MOBILE ISSUE] AFTER CLICKING LOCATION, THE START (OR STOP) BUTTON HAS NO EFFECT

Error description

• PROBLEM:
  In the details section of any work order, if the user clicks on
  the location link, the Report work / Start (or Stop) footer
  will still be visible, where clicking the Start (or Stop)
  button has no effect, until you go back to the Details section,
  where the header will have the Start or Stop header open, e.g.
  select work type when starting a work order
  
  STEPS TO REPRODUCE:
  1. In the details section for any work order, find the Location
  tile group
  2. Click the blue link to go to the location page
  3. On the location page, attempt clicking the Start / Stop
  button in the footer banner
  
  CURRENT RESULT:
  Start button shows in location page do nothing
  
  EXPECTED RESULT:
  No toolbar to show under location page
