IJ24286: DRAG & DROPPING A FILE AS ATTACHMENT OPENS THE FILE'S LOCATION AND THE FILE IS NOT ATTACHED.

Error description

• Problem Description:
  Drag & dropping a file as attachment opens the file's location
  and the file is not attached. All while using iot18 skin.
  Tivoli3 and tivoli09 skins are not affected.
  Steps to reproduce:
  1. Open any Work Order
  2. Click on Attachments icon > Add New Attachments > Add New
  File
  3. In the Create a File Attachment pop-up window, drag and drop
  a file in the Select file field.
  4. A new pop-up shows:
  "This page is asking you to confirm that you want to leave -
  data you have entered may not be saved. Leave Page or Stay on
  Page."
  5. When choosing Leave Page option, the file location shows in
  the browser together with the file contents and the file is not
  attached.
  6. When switching the skin to tivoli13 or tivoli09 is it
  possible to attach files by dragging and dropping.
  Expected results:
  Drag and dropping files as attachements should work regardless
  of the skin used.
  Environment:
  Tivoli's process automation engine 7.6.1.1
