IJ22842: CAT: 0652-050 CANNOT OPEN BOS.FILESET.RTE.AL WHEN UPDATING APPLIES TO AIX 7100-05

Error description

• When updating a fileset that fails in the pre_i/pre_u
  script, the following message may be displayed:
  cat: 0652-050 Cannot open bos.fileset.rte.al.
  
  The message may be displayed for multiple filesets.
  

Local fix

• The cat: 0652-050 Cannot open filename message will only
  be displayed after a packaging script runs
  unsuccessfully.
  This means that the fileset installation will fail
  regardless of the 0652-050 message.
  
  Therefore, to resolve the problem, correct the issue
  causing the script to fail and retry the update.
